jsDelivr is a free, open-source content delivery network for JavaScript libraries and other files hosted on npm and GitHub.
A page loads a script or stylesheet directly from cdn.jsdelivr.net instead of hosting it locally, which is faster and cheaper for the site but means jsDelivr's servers see every visitor who loads that file. It sets no cookies and isn't counted as a tracker here, since serving a file is all it does.
